◆ Child Allowance
Who can apply
The Child Allowance is granted to families with children who are registered as residents in Maebashi. The allowance is granted to families with a limited income, but there is also a Special Child Allowance for those who exceed the income limitation.

Requirements
1. Families with children who live in Japan and are properly registered in the Basic Residents Register of Maebashi City.
2. Families with infants or/and children who have not graduated from Junior High School yet (until March 31st after their 15th birthday).

Required documents
1.  Name seal (unregistered seals can be also accepted)
2.  Copy of the applicant's bank book
3.  Copy of the Health Insurance Card (not needed if you enrolled into the National Health Insurance System).
4.  Income Certificate for Child Allowance Application (in case you were not registered as a resident of Maebashi on January 1st)
5.  A document proving your identity (Resident Card, MyNumber Card, driving license, etc.)
* You may be asked to bring other required documents.

◆ Child Care Allowance
Who can apply
The Child Care Allowance is granted to a single parent or fosterer with children under 18 years old. However, if the applicant earns a public (bereaved family pension or similar) or has a de facto marriage relationship with another person, the allowance may not be paid. The allowance is also granted under the condition that the parent's income doesn not exceed a certain limit.

◆ Childcare Centers
In Maebashi you can find 22 public (hoikusho) and 35 private childcare facilities (hoikuen). The centers are available only for the parents who are unable to look after their children during the day, due to work or other commitments.
You must meet all the requirements below to be able to enroll your child at one of these centers.

1.  You must live in Maebashi and be registered as a resident at Maebashi City Hall.
2.  The child must be of good temperament to not disrupt the children group.
3.  You must prove to have a legitimate reason for enrolling your child to the childcare facility.
* Monthly fees calculation is based on the income earned by the applicant during the previous year. If you have more than two children, you can apply to receive an exemption from paying the monthly fees for your third or fourth child's enrollment.

Required documents
1.  Application Form for Childcare Center Enrollment (Hoikujo Nyujo Moshikomisho). You can receive the form at any childcare centers or at the Childcare Division (Kosodate-ka) located on the 2nd floor of Maebashi City Hall.
2.  Any document that can prove you are in need of enrolling your child to a childcare facility (i.e. Certificate of Employment by your employer if you work).
3.  Resident Card and MyNumber Card of both the child and parents.

◆ Family Support Center
Child-rearing support for working parents is also provided by the Family Support Center, located inside the building called General Education Plaza (Sogo Kyoiku Plaza). Here, parents who have difficulties can be introduced to other members who can temporarily take care of their children.

Senior Citizens Welfare

◆ Nursing Care Insurance
If an elderly person becomes bedridden or is affacted by senile dementia and needs nursing care for his/her daily life (i.e. taking bath, going to the toilet, eating, etc.), he/she can apply to receive nursing care services within a limited quota, under the condition that the City certifies such service is necessary for the applicant.
Foreign nationals who have registered as residents in Japan and have a visa allowing them a period of stay of more than 1 year are required to enroll into the Nursing Care Insurance System.

Who can apply
1.  Those who are at least 65 years old.
2.  Those are between 40 and 64 years old and have enrolled into an additional medical insurance system.

Insurance premiums payment
1.  If you are 65 years old or older and receive a monthly pension of at least 15,000 yen, the insurance premium will be deducted from your pension. If this is not your case, you are requested to pay the insurance premium with a designated payment slip.
2.  Those who are between 40 and 64 years old must pay the Nursing Care Insurance premiums together with the National Health Insurance premiums.
* The premiums calculation is based on your yearly income.

◆ How to apply to receive nursing care service
The insurance holder applies for the service to the City Hall
The City officers examine and evaluate the case by visiting
the applicant at home and reading the doctor's report.
The City certifies the
applicant needs the service.
The City confirms the applicant does NOT need the service.
A nursing care plan is made. The applicant can NOT receive the service, but, depending on the situation, he/she may be advised about other options.
The nursing care service starts.

* Depending on the applicant's health conditions, the applicant is given a rank from 1 to 6 and each rank has a different maximum service quota the applicant can receive.

Nursing Care Services
1. Home services
(a) Home Help Service: a helper is sent to the applicant's home to take care of his/her daily needs such as bathing, meals, etc.
(b) Day Service: the applicant goes to a nursing care facility and receives nursing care or rehabilitation services.
(c) Short-Stay Service: the applicant stays at a nursing care facility for a short period of time and receives nursing care or rehabilitation services.
2. Entering a facility
The applicant enters a special nursing home or a health facility designated for elders.
* In both cases the applicant must pay the 10% of the service fee. However, in case the amount of the services received exceed the maximum quota, the applicants must pay the difference.

◆ Medical care for senior citizens
If you meet the following requirements, you can receive a discount on your medical fees too.

Requirements
1.  Being at least 75 years old.
2.  Those between the age of 65 and 70 who are recognized to have a certain level of disabilities by the mayor according to the law.

Amount of medical expenses to pay
1.  10% for those who have a standard or low income.
2.  20% for those whose income exceeeds the standard income.

◆ Maebashi Public Welfare Center
In order to support our city welfare, a Public Welfare Center (Sogo Fukushi Kaikan), a multi-service facility for functional recovery through rehabilitation that also serves as a base for volunteers' activities, has been built. Please feel free to visit it and use it.
